A SEX offender who had been warned about performing sex acts on shop mannequins has been jailed for rubbing himself against a woman as she walked through Chester.
Anthony Horrocks, 60, unzipped his trousers and pressed his private parts up against the bottom of a 29-year-old woman in the middle of the afternoon in Eastgate Street, leaving her shocked.
Chester Crown Court was told that since January Horrocks had been in the habit of undressing shop mannequins before performing sex acts on them.
He pleaded guilty to sexual assault and was jailed for 12 months.
Sarah Badrawy, prosecuting, said the victim had been walking through Eastgate Street shortly after 2.35pm on July 25 when felt something touch her bottom.
“The victim turned around and saw this defendant with his trouser zip open and she felt shocked and embarrassed,” said Miss Badrawy.
“Indeed she states that her immediate thoughts were that the defendant had mental health issues. Afterwards, the defendant said sorry and walked away.
“A shop worker and customer inside the nearby Milton’s jewellery shop witnessed the defendant removing his penis and rub it on the victim’s bottom.”
Miss Badrawy told the court that Horrocks, of Hough Green, had a previous conviction for a sexual offence in 1979.
He had also been jailed for arson and had only been released from prison in January having served four years. Following his arrest for the sexual assault, Horrocks had been recalled to prison.
Chris Hunt, defending, said Horrocks had some learning difficulties and was unable to help himself.
Mr Hunt told the court he did not believe his client was a sexual deviant but somebody who was guilty of nuisance behaviour.
“Something isn’t quite right unfortunately with Horrocks,” said Mr Hunt.
“He is someone who falls between a number of stools. He is not sufficiently mentally ill to be liable for assistance. His learning disability is insufficient to attract input. He is someone with a very low IQ who cannot read or write at the age of 60, and who has a number of health problems.
“This incident I would suggest has not been committed out of sexual pleasure. He had been acting in a very odd manner rather than a sexual deviancy manner.
“Mr Horrocks is clearly a very sad man in a very difficult position. He is unable to help himself.”
Judge Ian Trigger said he was sympathetic for Horrocks’ plight but said he must serve an immediate custodial sentence.
He told him: “In a main thoroughfare in Chester you released your penis and made contact with a female’s bottom, an incident which shocked and embarrassed the victim.
“In many ways this is a case where you have fallen between the assistance of various caring agencies and I feel genuine sympathy for you. But this was a case of sexual assault on an innocent person going about her daily business in Chester.”
Horrocks was also ordered to sign the sex offenders’ register for 10 years.
