PROBLEM buskers and street entertainers in Chester could be moved on under new rules, say council chiefs.


Cheshire West and Chester Council has launched a revised code of practice for performers in a bid to help them stay on the right side of the law.
 

The new rules on street entertainment also includes an enforcement procedure that will be carried out by both the council and Cheshire police.
 

The move comes after a number of reports by businesses in the city which have complained that buskers’ noise and presence affects their trade.
 

The code advises street entertainers what they need to do in order to avoid causing problems. It includes relocating after an hour and avoiding causing an obstruction to shop entrances or thoroughfares.
 

Complaints received about street entertainers will be handled by enforcement officers in the area.
 

Council chiefs warn that if a performer is the source of repeated complaints they will take enforcement action.
 

Cllr Lynn Riley, executive member for community and environment, said: “Busking and other forms of street entertainment provide pleasure to many people. Our role is to ensure buskers maintain their place in creating a vibrant atmosphere and providing entertainment while staying within the law.”
 

Richard Hogben, of Waltons of Chester, on Eastgate Street, added: “I’m sure all city centre businesses will welcome the launch of the new code of conduct. We appreciate that buskers help to create a colourful and welcoming atmosphere for residents, shoppers and visitors alike.
 

“However, for those living or working in the city centre, where the number of street entertainers has increased dramatically, often with amplified music, the noise levels can sometimes become intrusive.”
